Yes this will suffice. Straight from the Lookout Manual. Lookout Requires the following:
* Pentium Class or equivalent PC running at 90 Mhz or faster.
* At least 32 MB Ram
* 65 MB free disk space, plus possibly 100 MB or more, depending on how much historical data you intend to log to the Citadel storage system; you should also have about 50 MB of disk space for file swapping on Windows 2000/NT/XP computers.
* Windows 2000, Windows NT version 4 or later, Windows XP, Windows Me/98, or Windwos 95 OSR2 or later; NI strongly recommends using Windows 2000/NT/XP for optimum stability

That is about the jest of it. The Lookout requirements can be found on page 1-1 of the Lookout Manual. This manual can be downloaded from -- http://www.ni.com/pdf/manuals/322390c.pdf

Ollie's answer is correct but there are things that can affect the desired amount of RAM. I would recommend 256 MB of RAM. RAM is cheap and and extra 128 MB should cost <$20. If you create your process with many panels that are not pop up panels, they will stay in memory and slow things down if you are low on RAM. Windows 2000 by it self takes about 96 MB of RAM.
