I've setup a password in the administrator account and when I launch Lookout it opens in the Administrator user account with full access to everything. No prompt for login is needed

It's because Lookout set the administrator to be the default user when it starts.

In order to change this, open "file", "log on" and uncheck "Set as default login user",(check out.
