Since the 1409 is an analog board, it all depends on the signals you have coming into the board. When you switch from one signal to another, the board has to synchronize with the new signal. If it is out of synch, it may take a frame or two for it to align properly.
Your best bet would be synchronized cameras that are all taking images simultaneously. This way, you can switch between cameras with no delays at all. To synchronize the cameras, you typically route the timing signal out of one camera and into the others. Alternately, you could provide a timing signal for all cameras using a counter output or something like that. The details vary from camera model to camera model.
Your end result will stil be a total of 30 fps, but the individual frames can come from different cameras. If you need higher frame rates, you could use higher speed analog cameras. There are some that will do 60 fps.
Personally, I prefer firewire over analog. It is much easier to synchronize the cameras, and you can have multiple cameras sending back video simultaneously at constant frame rates. The exact rates all depend on image type and size.
