Low cost video acquisition card & LabWindows/CVI

Anybody know if exists a general pourpose, low cost video acquisition card
that has
the driver usable in the LabWindows/CVI ?

A friend asked me to design for him a video acquisition system.
The budget for this project it's very small so I cannot use National
Instruments cards.

If you can't afford an NI card, then you probably can't afford a good camera, lens, lighting, or software to go with it. Be careful, because this project could fail due to low quality equipment.

It sounds like you might just want to use a simple web cam. You should be able to call the appropriate Windows API routines directly from CVI.
