Serial Number for VBAI 2009 Run Time License became Vision Acquisition Version 9's serial number?

I got a VBAI run time license(part no 779799-03) certificate ,when i enter the serial number on the VBAI software,it cant be activated,the local NI software activation person said it is a "Vision Acquisition Version 9" serial number,not VBAI Run Time Engine serial number?
