Why IC3173 Network Card with Static IP Address Sometimes Can't Bind IP Address

IC3173's network card eth0 is set to static IP address. If you use ifconfig to query the network card, sometimes the return information contains IP address, sometimes not. Why? Please help to analyze the causes of the problem, thank you!
