Why does image saving slow the loop rate? How to set the exact interval between two frames?

So as I asked before, what does the the loop period mean?  Is it actually the interval between the two images?  Does it reflect the interval between the two events occurrence recorded on the image?  Or does it only mean the interval between when two images are retrieved from buffer?  Or does it not related to either?  

So my application is to record the displacement of a moving object and then derive its velocity.  The ideal is to set the exact constant time interval.  However, if I can know at which exact time the two imaged are exposed and recorded by the camera, it would serve the purpose, though in a quite sloppy way.  Could you please help me understand it better?

What's the difference between RAW and TIFF data?  I just need to save the image with 16-bit pixel intensity value for each pixel.  If I can recover the information, it would serve my purpose.  What do you mean by flattening?  Thank you very much.
