Can I use Measure 1.2c with Excell 2000 and Windows XP. If not will 2.0 work and is there an upgrade

Measure 2.0 has been tested with Excel 2000 and should work properly...I do not know if 1.2c will work...you can install it and double-check this KnowledgeBase entry if you are having trouble seeing your menus. You can contact your NI Sales Representative to find out about the availability of the 2.0 upgrade.
