Failed to load Mesa.dll

I built Windows 7 64 bit machine having Visual Studio 2005 .Net Framework 2.0 and NI Measurement Studio 2010 v9.0.0.292. When I am running my executable on Windows 7 64 bit machine having .Net Framework 4.0 and no NI MS 2010, it is throwing me an error "Failed to load Mesa.dll". Please suggest what needs to be done.

I mentioned running the executable.  You need to be making an installer as well.  Instructions to do this can be found here.  Make sure that you are including the nimesadll.msm. Also when you run the installer on the target machine make sureyou right click and run as administrator.  Hopefully, after doing those things the error should be gone.
