Measurement Studio for 2019 causes Visual Studio 2015 to launch extremely slowly

Before installing Measurement Studio 2019, Visual Studio launched nearly instantaneously on my PC (no more than 1 second on the splash screen). After installing Measurement Studio 2019, it takes over 1 minute to launch Visual Studio 2015. What is NI doing?

How is Measurement Studio being licensed? Sometimes that delay can be the result of NI License Manager trying to contact a licensing server.
