Missing Reference NationalInstruments.VisaNS

I am using Visual Basic 2010 Express to control some VISA compliant instruments. 

My OS is Windows XP Professional and I am running Visual Basic 2010 under NET Framework 4.0.

Reference NI-Tutorial-2739-en. 

I cannot locate NationalInstruments.VisaNS.

When I use: "Imports NationalInstruments" only the following Namespaces are available: Internal and Max.

I suspect I am not properly selecting install options when running the National Instruments VISA Installer, but I have not been able to determine my error.
