lc.exe Error ( code -1 ), license.licx registered

I registered license.licx of example source. but There is an error "lc.exe Error ( code -1 )"

<in license.licx file>

NationalInstruments.Restricted.AnalysisLicenser, NationalInstruments.Analysis.Enterprise, Version=19.0.45.49152, Culture=neutral, PublicKeyToken=dc6ad606294fc298

So I found out the information that  publickeyToken in license.licx is unique related to Visual studio and Measurement Studio Version.

But I cannot find any information of my case

: visual studio 2017 and Measurement Studio 2019

Could you suggest any suggestion to solve this problem??
