Let's just say that I manage to get my CVI application into VC++ 6.0. Let's also assume that somehow I can compile it into an ActiveX control. Will I need users to have the CVI runtime on their machines to use it or not?

Yes. Your control will be compiled with Visual C++, but your project will still be using CVI libraries, which require the CVI runtime.
