Yes. First go to the Graph tab in the property pages for the graph and change the track mode option to Annotations. Then go to the Annotations tab, select your annotation in the annotations list on the left, click the Coordinates inner tab, then change the snap mode to Fixed. With these settings you should be able to drag the caption around but keep the arrow fixed to a point.
