The principle of the step reponse

1,The track of 1000 counts in "absolute position" mode are so different from the step reponse of 1000 counts in step.
Can anyone tell me the difference between them, or there is no difference.
If i want to get a good PID to reach a good position accuracy  in absolut position mode ,how many counts in step is suitable?
 
2.I am using the servo tune to tune the PID. When i chang the Kd,Aff, Vff, there seem to be no more obvious change in step reponse ,
I doubt the Kd,Aff and Vff don't take effect at all,right?Or the numbers are not suitable?
