Is the value of accuracy mentioned in Operating Instuction and Specification of NI9208 expanded uncertainty(2sigma = 95%)?

Information provided in Operating Instructions and Specifications of all NI hardware is the accuracy of the measurement device. The uncertainty of the whole measurement (combined uncertainty) should be calculated according to how the measurement is done. Theory of measurements discuss process of calculation the uncertainty of measurement, you can find a lot of information to the topic on the web, for example here:

In calculation of uncertainty the accuracy of measurement device will surely be included. After a combined uncertainty is calculated, it can be extended, as you mentioned, by multiplying with the factor of 2.
