After installing NI DAQ Base 3.2, Windows Mobile Driver Installation isn't there

After installing NI DAQ Base 3.2 on a Windows 7 computer, the windows mobile driver installation link is not in the Utilities folder.  The computer does not have LabVIEW.  Is there any other way to load the appropriate drivers into a PDA to run a CF-6004?
