Detecting digital input value change and reading of the same port

Hi DAQ experts,

I use a NI PCIe-6321 and labview 2011. In my application, I want to detect when the state of  a digital input changes and I want to be able to read this digital input as well. You will see my program in the attached VI. At the first iteration of the while loop, I want to get the value of the digital input but it seems, due to the configuration of the DAQ with event, there is a time out issue. Moreover, when the value of the digital input changes, the event structure can detect the event but the event case is called many times instead of one time. 

Any suggestions to solve these two issues ?
