   i want to know  Event data Node Type,Time, CltRef,OldVal and NewVal means ?I hope some one can tell me in detail

This is described in the LabVIEW help :

LabVIEW menu >> Search the LabVIEW Help... >> Index tab >> type Value Change >> click on Value Change (Control event)
