Thanks again. Installing service pack 2 solved the problem.
Our help desk finally gave me the XP service pack 2 CD. I installed it although it failed on the clean up. Our help desk guy wasn't too worried about that. My computer now says it has service pack 2.
I went into test panels for the USB6251 and set the mode to continuous and that works now.
I opened up my modified Cont Acq&Graph Voltage-Ext Clk-Dig Start.vi and that worked too. 🙂
