It's a matter of source impedance versus load impedance.  The source impedance of the generator is 50 Ohms.  If the load impedence is also 50 Ohms, you will get 1Vpp at the load.  Half of the voltage makes it to the load.  If the load impedence is increased, then less voltage will drop across the source and more of the voltage will drop across the load.  So when the load impedence is extremely high (1MOhm), you will see almost all of the voltage across the load.  In this case, twice what you would expect.
