Would you tell me more about what kind of machine you're trying to use? I can only infer that you have a 32-bit Intel processor on a system running Windows CE, but what make and model is the computer? And what version of Windows CE is installed?
If your hardware and OS are supported [1], then it is possible to install DAQmx Base without using Active Sync, but you'll have to do it manually. You will need a way to copy files from your development machine to the Windows CE system. The files you need to copy are provided by the LabVIEW Mobile Module, so unless you have it, you won't be able to use DAQmx Base with your Windows CE system.
There are three files you need to copy, and they are located in C:\Program Files\National Instruments\NI-DAQmx Base\Pocket PC under two folders called damxbase_tpc2012 and visa_tpc2012 [2]. Copy the .cab files from those two folders to your Windows CE system and double click them to install. The only requirement on installation order is that you must install the VISA cab file before the DAQmx Base cab files.
