Hi Galvan!
The issue you are presenting is most likely related to a short circuit being induced by your PCI portor your PCI Board. This will prevent the computer from starting to avoid any damage. The best test you can dois to change the PCI slot, if the same problem persists then you can try on another computer.
If this other computer doesnt start, then the problem is in the board and you need to repair it.
