Of course, the best option here would be to upgrade to one of the newer Multifunction DAQ modules such as an M-Series card or Compact DAQ module. This will allow you to use the newest NI-DAQmx driver and maintain forward compatability with your code, while cutting your development time.
If upgrading hardware is not an option, the limiting factor for your AT-MIO-16L-9 will be the latest version of NI-DAQ that supports this card. According to the legacy page of the DAQ Installation/Confugration Troubleshooter, the most recent version that you can use is Traditional NI-DAQ 6.1 which only has an installer for Windows 95/98/NT.
According to the LabVIEW 7.1 Release Notes, LabVIEW 7.1 can be installed on Windows NT 4.0 (Service Pack 4), and you can add support for Traditional NI-DAQ 6.1.
