It would make sense that the top-level would have a another tab "title block", along with "results, nets, components, and pcb layers"
In that tab, all title blocks could be accessed as a spreadsheet. All the normal fill actions, such as "fill data in a column" would make it work pretty well. Of course, as Lacy tried, the cut/paste of title block between pages, leaves default data, but why not MY default data?

There is one option that I failed to see when trying this and I have found on further investigation. This may not be the best way of doing this and I would agree that it should be done on using page one with the ability to propagate it to other pages automatically.
Here's the "workaraound": You can right click on the title block and then click edit symbol/title block. This will take you to the editor and then you can delete what is currently in the block and manually place your text. You can manually place text in any box, but I would leave the Sheet box as is because it increments with the pages. Then save this block and place it on every sheet in your design. This way all the information is present before the design and if you need to make changes afterwards then you only have to edit one title block re-save it and then delete the offending blocks and replace them with the editted block.
I know this is a sucky way of doing this, but it does beat having to manually edit 36 different title block with the same information each time.
I hope this helps some as this is the only way I could find to edit title blocks across pages as simply as possible,
