HM6116A120 not giving output

Hi

I've been trying to do an assignment using the HM6116A120 chip but ran into problems when it came to writing/reading (I don't know what part I'm not doing right)

So, I have this circuit, and I try to write 00000011. Then I do a "pulse" (i.e. putting the switch attached to WE in 0 and then putting it to 1 again shortly after).

I get this outcome:

But if I go to a memory address I have not tried to write on, I get these voltages:  

I have done three designs (one for the assignment, two for testing) and none of them work. I don't really know what to do, I even tried uninstalling and reinstalling multisim.
