I struggled with this issue. Also, noticed nobody had publish a good solution, so I am sharing my solution to the community. It is good practice to use a 4 layer board design and assign Inner Copper Layer 1 as a ground plate. There are multiple tutorials on the layer part, so I will only show the hole pad connectivity part.
