Ultoiboard 11.0- sometimes when trying to slide a line, the line will not move. There are no constrints near the line prohibiting it from being moved, it just won't move. What could be causing this?

If I understand correctly, you are having a problem moving a line on your board in Ultiboard?
This maybe happening if you have not clicked on the correct option in the Selection toolbar. If you have placed the line on a Copper Layer, you will have to select Enable selecting traces. If you place the line on the Board Outline, you will have to select Enable selecting other objects. On a Silkscreen layer, you will need to select Enable selecting other objects.

No, I can select the line just fine. It's not a selection filter issue, and it does not happen on all the lines. By lines I am referring to trace routing in these instances. By selecting the trace, I should be able to edit it by holding down the mouse key and dragging it. When I attempt to do so, certain trace's will move to where I want, others will not. There is nothing in the way of these traces, they just won't move. The layout has blind and buried vias- could that be a factor? I have turned all the layers on to be sure that there is no interference of any type, and there is not. Again, this is using v11.0.

There are a couple reasons your traces could not be moving. The blind/buried vias shouldn't be affecting the traces, however you can try to do the following to resolve your issue;
Turn off Part Shoving
1. Select Design»Part Shoving
Part shoving will automatically push parts out of the way when moving a part, to create space for the part.
Make sure the trace isn't locked
1. Double-click on the trace
2. Select the General tab
3. Select Trace can be moved
Changing the DRC options
1. Select Options»Global Preferences
2. Select the PCB Design tab
3. Select No real-time check
