Measure exact part position without snapping?

How in the world am I going to measure without snapping to the grid near by?
Also, how do you turn OFF snapping?

If you have a circuit to test you can use the ruller bar to determine the distance between components if that is what you are looking for.

Thank you but that does not applied since the parts are not parallel or perpendicular.I am looking for a way to un-snap the "Dimension" so I can freely measure distances.
