Strobe imput | 4094BD

Hi guys, new to forums so I hope I post everything right.

I seem to have a problem with 4094BD. From what I understood from the datasheet, once the strobe input goes 0, the register stages should be latched and no new input should go into Q0->Q7, meaning I shouldn't be able to see any change on the outputs, except Qs..

I built the circuit below, and I was surprised to see that even though strobe is '0' (or vss, or ground), I still get changes on the outputs according to my data input (again, shouldn't happen according to the datasheet).
