I've used the variant capability in Orcad before to define different part values for the different variants (resistors, capacitors) but it appears that you can only include and exclude parts from the different variants in Multisim. Is it possible to define two different part values that share the same reference designator/footprint?

Variants in Multisim don't exactly work that way (as you probably have seen). The best way to do this in Multisim is to place both types of components in parallel and have them mutually exclusive set from each other in the active variant...
So a common design to target US/Europe requirements would look like this for the active US variant:
and this for the active European variant.
To manage variants on component values only (with the same footprint/refdes), this would have to be requested as a new Multisim feature.

That gets messy. Too bad, it is a very useful feature in Orcad Capture.

I just wanted to comment that this would be an excellent addition. The variant manager's utility for board layout is very limited without the ability to assign different values to the same refdes on different variants.
