Why this simple circuit does not work (74LS05 OC hex inverter)

Hi,

   My circuit with Open collector hex inverter does not work. It is suppose to oscillate between 0V and 12V. But right now it is staying at 12V continously. Why is this ? Is there anything wrong with this  ? I tried with many Open COLLECTOR gates (OR and XOR) they worked the same was as this works now. Please let me know anyway to make this work.
