You don't even say what circuit you have or if the resistor or capacitor you mention is even relevant for the part that determines frequency.
Assuming you are talking about an RC circuit, the frequency depends on the product of capacitance and resistance, so any change in only one will change the frequency. To keep the frequency constant, you need to change the other accordingly.
