import bmp to Ultiboard

Does anyone know if it is possible to import an image from a bitmap or jpeg and use it on the top silkscreen?

Yes...

Go to Place >> Graphics >> Bitmap, it accepts BMP files. This is true for version 10.

You can also import DXF drawing files, on File >> Import >> DXF.
