Yes you can, the make mothed is below,
1.create a new vi;
2.create a new control item on the front pannel;
3.right click as mouse arrow upon control item, select Advanced\customize...;
4.you would see a new window shot out. and you can edit it as you like.
5.save your edited, save it to C:\Program Files\National Instruments\LabVIEW 7.0\user.lib\_express, this directory.
6.restart LV.
I think the new control Sub which you edited that is showing to you on User Ctrls.
