Hi,
I'd like to use this tool, but I don't believe I have Microsoft .NET Framework 2.0 or later which is required to use this tool.
Is there a way to find out if it's already installed on my system? Is it possible to use the tool without it?

It is not possible to use the Type Differ tool without the .NET 2.0 Framework.
Here is how you can determine what versions of the Framework are installed:

If you do not have it installed, you can get it from Microsoft's website, use Windows Update. If you have install Teststand 4.0, the .NET 2.0 Framework is also automatically installed for you.

This tool is made for examining sequence files on systems that do not have TestStand installed, which is useful for code reviews and general documentation.
