9068 trying to install NTP

Having trouble installing NTP on my 9068.  opkg won't do anything remotely.  I install ntp-tickadj from thumbdrive, get installing and configuring response so it looks good to me. I go to edit the etc/ntp.conf file and it doesn't exist.  Any suggestions?  I'm following this article https://decibel.ni.com/content/docs/DOC-39178

  1. What version of the OS are you using (as reported by MAX or the uname -a command
  2. What commands did you run, precisely?
