An Error Occurred While Installing NIPM "NI Package Manager Installer has stopped Working"

I got an error massage while installing the NIPM on my computer it says "NI Package Manager Installer has stopped Working". I checked on the errorlog and it says something like this:

Sorry you're having trouble! It's difficult to know what caused this failure, so the next step would be to enable some additional logging, try the install again, then zip up the entire contents of the following and attach to this post: C:\Users\<Windows Username>\AppData\Local\National Instruments\NI Package Manager\Logs

If it's crashing before it can even install NIPM itself (so nipkg.exe isn't present), still posting what's in that directory could be a start.
