Installation of NIPackageManager25.0.0_online on windows VM

I was able to install NIPackageManager25.0.0_online on actual windows physical machine but get the error "An error occurred while installing the package: ni-msiproperties" on a windows VM. See file attached for error. As per the troubleshoot instructions, I restarted the VM but it still gives the same error. Any suggestions how this can be fixed?

Has the VM the same operating system? Could be something about admin rights?
