How do you get a popup to execute only if a certain condition is true??  ie locals.count=1

Precondition should work just fine. If you want to get a little more complicated, use an If from the flow control steps.

I tried that.  It "says" its expecting a Boolean.  I have a number ( locals.count=1)

(Locals.count == 1) will return the boolean required for the pre-condition
