I have written a lot of software that communicates with the NI TestStand 2.0.1 COM API. If I download the new NI TestStand 3.0, will my code continue to work without change? without recompile?

Yes, the TestStand 3.0 COM API was written to be backwards and binary compatible with TestStand 2.x.
