LV 8.6 Why is the Save as option grayed out, trying to modify VIs that come with LV

I noticed that in LV 7.4 I could modified VIs that came with LV and save them under a different name.  (Speaking Specifically of the Connectivity Internet Tool kit vi's. )  In 8.6 the Save Option is grayed out.  I also tried using a probe in these vi's.  That is also disabled.

Is this a 8.6 BUG?
