You're comparing apples and oranges. TestStand is a test manager for controlling execution of test steps written in any number of programming languages, including LabVIEW. TestStand handles the ordering of test steps, report generation, datalogging. You would use LabVIEW (or CVI, .NET, VB, etc.) to create the actual test steps that communicate with your UUT and instruments. If you have to develop a lot of test sequences, you should consider purchasing both.
