Permission to "Edit Step List Configurations"! - Still a bug?

I've been researching a problem we have with regards to our developers being able to edit step list configurations.

 

My problem is the same as this bug entered in 2007.

Was this bug ever recorded or addressed?

 

We use an external database to store user names and their group. If the Developer group is not assigned Privileges.Configure.GrantAll , the buttons described in the linked post are greyed out.

 

We would rather the developers not have the ability to edit the users, but they need to be able to customize the appearance of the development environment.

The bug was recorded (internal CAR#52133), but it has not yet been addressed.
