TestStand 2019 64-bit installation has missing files

I have been installing TestStand 2019 64-bit (2019 f1 19.0.0.170) and when I launch it, the "Run" button is in pink color and when I looked at the model Station Options-> Model, it appears that it couldn't locate the model file.

Also whenever I tried to use any of the synchronization step type (e.g. "Wait"), TestStand is unable to find a file called "syncsteps.dll". See screenshots below. I have tried repairing the installation, uninstalling and re-installing TestStand several times and the outcome is still the same.

I'm using NI Package Manager to install the TestStand and I'm wondering there is something wrong with the installation package.

First, I would check if Search Directories include "TestStand componets Directory".
