It looks as though Rational ClearQuest is an add-on to Rational ClearCase (defect tracking on a source code control package). While I have never worked with Rational ClearQuest before, I have seen integration between ClearCase and TestStand. The primary difficulty I've seen ClearCase users encounter is the actual setup of the software as far as creating new drives and storing all their code on them. Checking-in and checking-out files is fairly straight forward.
My personal experience with ClearCase 3.0 was that it was a little finicky about checking things in for the first time, as well as checking in and out complex sets of files. When problems occurred I was able to launch ClearCase's user interface and got much better behavior.

Hopefully if there are any users of later versions of ClearCase they can comment on what kinds of behavior they've noted.
