    By accident, I can not put breakpoint at step, it's truely frustrating me when I have some development job on it now. I'm using Teststand3.1. See attached screenshot.

Make sure you have breakpoints enabled.  Go to Configure >> Station Options and verify you have Breakpoints Enabled.
