I purchased the PXIe-8861 without a removable hard drive only to realize the lead times on NI NVMe U.2 drives have a very long lead time everywhere i look. I purchased a Micron 7450 PRO 960 GB Solid State Drive - 2.5 Internal - U.3 [PCI Express NVMe 4.0 x4] - Read Intensive - TAA Compliant device. I expected U.3 to be backward compatible with U.2.
The PXIe-8861 will boot to a failure without the drive installed, however it won't boot at all with the SSD installed. There is no status update on the data port output. It just sits with a black screen. I have removed all other cards from the back plane.
MAX can't seem to connect through network or USB connection.

NI PXI controllers usually don't have any compatibility issues with third-party hard disks.
PXIe-8861 variant with NVMe SSD storage, it uses a M.2 NVME storage. I don't think it is compatible with a U.3 drive. On top of this, NI does not recommend users replace the M.2 NVMe SSD. There's a sticky thermal gap pad between the SSD and the rest of the controller assembly. If this isn't reapplied correctly, there can be thermal performance issues. The connector is a U.2 connector. It has a slide for 2.5" SSD. It is built for P/N: 786775-01. See: https://www.ni.com/docs/en-US/bundle/pxie-8861-getting-started/page/pxie-8861-data-storage.html.

So you actually have a PXIe-8861 of removable solid state drive, but was delivered without the drive?
I have never used this variant of PXIe-8861 myself, but I have swapped many SATA SSD and M.2 SSD on other models of PXIe controllers in the past and I never encountered any compatibility issues.

Yes, I didn't mean to order it without a HD but it doesn't have one. So an update, I never could get the Micron to allow a boot. I installed an Intel and the device will boot, but the RT Linux recovery disk can't seem to see the Intel drive.
