NI PXIe-1085 Power light solid red

When I turned on NI PXIe-1085 3 green led blink then power light get solid red according to manual its power supply failure. Bought a new power supply but didn't fix the problem anybody had this problem before.

Were you able to measure each supply rail on the voltage monitor connector on the back of the chassis?

Between the pins

1-8             5.072 Vdc

2-8             5.072 Vdc

4-8             0        Vdc

5-8             0        Vdc

6-8             0        Vdc

7-8             0        Vdc

I also checked on start up none of the needed pins have power

Okay i pulled the fans and power supply out turned fans on manually

1-8             5.072 Vdc

2-8             5.072 Vdc

4-8             5.6     Vdc

5-8             3.6     Vdc

6-8             12.48 Vdc

7-8            -11-99 Vdc

(I have pulled all the cards, and used know good HDD 8261 4 drive storage and the PXI 8840 Quade Core, before i posted about this problem)

I am sorry, a bit lost, what is the observation?

After you press the power button, power rails are good or bad?

I only get power on the back pins when i switch fans to manual and have the back part of the chassis pulled out so not connected to front part chassis.

top numbers are when its all together 

bottom is when i pulled the power supply out with the fan assamble
