RTI DDS Administation Panel is Unable to access library handler

I am debugging my DDS reader.vi to see whether the XML configuration is right, the RTI DDS Administation Panel pop up an error.

Is it because my XML configuration file is affecting it? How can I solve this problem?

I change the XML file content to the default one(same as RTI_LABVIEW_CONFIG.documentationONLY.xml),and restart my PC.

But the error message in Administation Panel  is still popping up.
